5.Presentations:
A.Food Service Audit Report – Linda Neff

Linda Neff went over the findings from the Food Service Audit. It is the first one Ms. Neff has been directly involved in. There were some minor citations (one of which included the amount of peanut butter that is to be placed in a sandwich).

There is no follow-up visit scheduled, so that is good.

She is putting together a student advisory group to help the menus be more to the liking of the students, as long as they are within the guidelines set by the USDA.

Mr. McCartney had a few questions. Mrs. Bowman asked how long the audit took place. Ms. Neff replied that it was 3 days. Mr. Norris stated that his children have complementary things to say about the school lunches. Mrs. Bowman noted that the comments in the audit were good.

B.Budget – Dan Carsley

Let me note here that everything talked about was for discussion purposes at this time. None of what has been discussed has been approved or will even really be considered.

Dr. Newcome started the budget discussion. With the expenses currently in the budget, we are starting with a deficit of $3.4 million.

If the district makes the assumption that they raise the millage to the maximum permitted by law & use the exemptions to the full extent, then given the balancing of the mills between Chester & Lancaster counties; Chester County would increase 2.4 mills and Lancaster County would remain the same. That would still leave a deficit of $2.7 million.

Currently in the budget are items that were deleted from the budget last year (things that really should be in the budget):
  • $ 100,000 for grade level chairs, department chairs, etc.
  • Put in the full building level budgets & then decreased by 10% = $70,000. (Last year’s budget had a decrease of 20%)


State Revenue is projected as flat – no information yet from Harrisburg. They expect approx. $200,000 additional funding (maybe).

Decrease energy consumption 10% ($15,000).

Looking at transportation – trying to find a way to decrease buses – but they are currently in a situation where they may have to add a bus.

Looking at multiple strategies for Salaries & Benefits. The Administration and the Board need a philosophical discussion concerning this. Should they fill retiree positions? For the rest of this year, if anyone leaves, the building administrator will need to meet with the Superintendent to determine if there is something that can be done other than automatically posting the position.

They expect revenues to be up some. They were talking about reserves here ($500,000 - $750,000) - which in non-school world isn’t really revenue.

After all of this, there is still a $1.4 million deficit.

Dr. Newcome distributed to the Board a list of “Bad Ideas & Things We’ve Never Done Before”
-No raises for non-contract employees
-eliminate Summer Reading program
-eliminate summer Kindergarten outreach
-eliminate pre-school visits to Kindergarten
-eliminate conferences & travel not funded by grants
-eliminate professional development not funded by grants
-limit vo-tech admittance
-sell advertising on the district website
-close buildings by 6 p.m. (unless it is a school activity – sports in the afternoon)
-discontinue all extra-curricular activities (Dr. Newcome emphasized that he doesn’t want to ever have to mention this one again –but felt he had to list it).
-short-term rolling furloughs for 12-month contract employees.

Mr. Norris asked what the savings would be for these “Bad Ideas”. It is difficult to evaluate them without numbers attached. They can’t even be discussed without that information. He stated that everyone needs to work together on this budget. They need help & ideas.

Dr. Newcome said he is looking for direction from the Board. If there is anything that is considered “sacred”, the Board needs to let him know so they don’t take time looking at it.

Mr. McCartney had a question about transportation. He wanted to know about safety issues they had to consider. Is there a possibility of consolidating bus stops.

Dr. Newcome said that there may not be any savings in that. You don’t want to create large groups of unsupervised students. There is also a timing issue.

Mr. McCartney stated that he was looking at it from a fuel consumption standpoint. That if there were less starting and stopping, it could save fuel.

Mr. McCartney asked if they eliminated students from going to Vo-tech what would happen to them. Dr. Newcome said that 75-80 students would need to be re-absorbed back into the high school on a full-time basis. It would slightly increase class sizes.

Mr. Norris asked how many would drop out if they couldn’t go to vo-tech. Dr. Newcome didn’t think that many would. The requirements to get into vo-tech are high and these aren’t students who were at risk of dropping out.

Mr. Carsley said it costs approx. $1.1 million to send students to vo-tech (approx. $16,000 per student).

Mr. McCartney asked if there was any follow-up after graduation to see if those students go into the fields in which they were enrolled.

Dr. Newcome stated that the guidance counselors may have some informal information, but nothing formal.

Mr. Rohrer said that in his experience, most of these students do go into those fields because they know what they want to do.

Dr. Newcome said he would see if there was any data.

Mr. Stoltzfus said that from the meetings he attends at the I.U., that there is a demand for the students attending vo-tech.

Mr. Stoltzfus asked if we were soon getting any information from Harrisburg. Mr. Carsley replied that the first run should be out this week.

There was a question about the county assessment numbers. Mr. Carsley continues to receive reports from the county. Assessments are down about $6 million compared to when last year’s tax bills were calculated (approx. $200,00 from the bottom line). He is waiting for information from Lancaster County.

Mrs. Bicking questioned why the Chester County millage is increasing & Lancaster County’s is staying the same. Mr. Carsley said it was due to “rebalancing”.

Mrs. Bicking said that before the Board & the Administration dare ask non-contract employees to not have a raise, why can’t we go to the union and ask that they take a little less this year – for example, if the increase is 3%, ask that they take 2.5%.

Mr. Hume thinks that the Board may be a little too close to the situation and may be a little out of touch with the community. He said there is a district that put together a community tax task force to look at the budget. (West Chester). He also had a list for the superintendent of items to look at in the budget.

Mrs. Bowman said the Board is open to suggestions. She also stated that Octorara is not alone this year.

Dr. Newcome said that he hadn’t asked the Board this year if they wanted additional community involvement as they haven’t asked for it the past few years. He said there could be an additional community meeting.

He would like to invite Chester County2020 for a “community conversation”. Although this would not be specific to the budget, it would probably be part of the conversation.

Ms. Bowman believes it is important for the community to understand that the district is starting with a $3 million deficit.

Mr. Malone said he wasn’t sure what could be done to decrease transportation costs. Mr. Carsley informed the Board that he would be meeting with Althouse Transportation to look at some buses that have lower numbers. Dr. Newcome said that everyone must be aware that there are consequences to making changes… a student that currently rides the bus for 25 minutes could end up riding the bus for 45 minutes.

Mr. Carsley said we have several roads with hazardous walking conditions according to PennDot. The limit for elementary student walkers is 1.5 miles and secondary student walkers is 2.0 miles. However, both Highland Rd. and Rt. 41 are considered hazardous roads for walking – so no students are permitted to walk.

Mr. Norris brought up the amount of time teachers spend out of the classroom at meetings & the amount we pay for substitutes. He wanted to know how frequently it happens.

He also is worried about community involvement in the budget process. He doesn’t think they should be looking at individual line items.

Mrs. Bicking thinks there should be employee suggestions.

Mr. Carsley stated that healthcare costs continue to rise. There have been $1.4 million in claims this year. The budget is $2.1 million. There have been a couple of significant claims. If you take those out, we are still over last year by $300,000.

Dr. Newcome addressed Mr. Norris’s question about substitutes. He explained that the Federal agenda seems to be changing the profession of teaching. He sees the future where the professional is not in the classroom, but out of the classroom looking at data. They can’t do that while in the classroom. If staff is doing the data analysis, then they can’t be in the classroom. Mr. McCartney suggested that we need data analysts. Dr. Newcome said that in this case, the people analyzing the data need to be able to transfer the conclusions to the classroom. Dr. Bishop stated that they need to be able to teach the kids & know if they are learning – and if they aren’t learning, what to do. So, she feels the teachers need to be the data analysts.

Mr. Stoltzfus said that adding any new programs is out of the question.

Dr. Newcome thanked everyone for their comments.

Mrs. Bowman encouraged the public to come out the meetings.

Information Items:
7. Presentation of Agenda Items for the February 15, 2010 Regular Monthly Public Meeting:

A. That the Octorara Board of School Directors approve the proposed preliminary budget for the 2010-2011 fiscal year and allow the administration to apply for Act 1 exemptions.

This is just the starting point.

Hiring Approvals:

B. That the Octorara Board of School Directors approve the employment of Ms.Melissa Rapp as a bus aide at the Octorara Intermediate School at the rate of $9.65 per hour effective February 1, 2010. (Ms. Rapp is currently employed by the district as a lunch/playground aide. She is replacing Billie Lynn Stanley who resigned.)

C. That the Octorara Board of School Directors approve the employment of Ms. Catherine Mundy as a mid-range substitute English teacher at the Octorara Area High School effective February 1, 2010 through June 11, 2010 at the rate of $140 per day. (Ms. Mundy is replacing Jennifer Watson who is on child-rearing leave.)

D. That the Octorara Board of School Directors approve the employment of Ms. Dawn Munion as a mid-range substitute math teacher at the Octorara Area High School effective January 4, 2010 through March 30, 2010 at the rate of $140 per day. (Ms. Munion is currently an approved substitute for the District and is replacing Melissa Carrodo who is on medical leave.)

E. That the Octorara Board of School Directors approve Ms. Cheryl Coughlin as a volunteer swim coach for her child. She will be representing Octorara Area High School in Chesmont League swim meets on an exhibition basis when there is a lane available at the meets.

Ms. Bowman asked Mr. Weagley if we only have one person on our swim team. Mr. Weagley stated that there are currently 3 and that we don’t officially have a swim team. These individuals compete when they can. They are eligible to qualify to districts.

F. That the Octorara Board of School Directors approve the following supplemental contracts for the 2009-2010 school year:

The OIS Academic Comp Advisor is actually for Envirothon.

G. That the Octorara Board of School Directors approve the following substitute teachers for the 2009-2010 school year:

I. That the Octorara Board of School Directors approve the following changes in salary due to graduate credits earned:

8. Facilities Committee Report

Mr. Stoltzfus gave the report. The HS renovations are going well. There are still a few punch list items on the additions. They found more asbestos on pipes in an area being renovated. He expects that they will find more as the project progresses. There will be change orders to take care of this.

They are still looking at alternatives to replacing the Middle School roof.

He’s recommending that they move forward with the upgraded cabling for the TV studio. They will probably end up getting some sort of credit.

They are still working on the fire system.

They are still looking at the offer on the cell tower.

Mr. Weagley is asking for $1000 for a mat for the long jump.

Dr. Newcome stated that they had run out of time at the facilities meeting and Mr. Norris had something he wanted to bring up.

Mr. Norris deferred to Mr. Haller (OIS Principal). They found a piece of playground equipment they would like to install.

9. Other Items/Concerns

Dr. Newcome said that there is a focus group put together for the Math report. He invited Board members to attend as observers.

He wanted to further explain the Chester County 2020 community conversation. This group will be holding a farming conference at the high school. He would like them to do one of their community conversations in the district. He said that Unionville had held one. He would like a group of municipal leaders, parent organization groups, etc. to attend. He would like from the board a list of people who should be there. He would like the Board and Administration to attend in the role of observer and maybe answer questions.

He had distributed disciplinary reports to Board members and mentioned the meetings Mr. Weagley had been holding with booster & community organizations.

There is an afterschool Arts & Crafts activity being held for 1st & 2nd grade students. There is a cost involved. He wanted to inform the Board of this and if they want it on the agenda for approval, he will see that it is place there.

Ms. Bowman thanked Mr. Weagley for his involving the community. She thinks the Chester County 2020 is a great idea.

Chloe Dean (Student Representative) wanted to give an update on the Braves statue. A fund was set up in the 06-07 school year. There have been some donations & a fund raiser is planned. There is currently $ 6,437 in the account. The statue cost $25,000. They will be holding a brick fund raiser. The price is to be determined. Student Council has also been holding Nickel Days for Doctors Without Borders for the Haitian earthquake and have raised some money for that.

Mr. Malone said he believes that the statue honors the area’s heritage.

10. Visitors’ Comments – General

Ellen Brown thanked the District for placing budget information on the District website.

11. Board Comments

Mr. Norris complemented Mr. Harner (OES Principal) on the nice newsletter they distributed. He had a question about he drastic increase in absences from Aug-Nov over prior years. Mrs. McNamara said that there was a lot of flu, pneumonia and strep this year.

There were some questions about the discipline reports.

Mrs. Bowman thanked the maintenance department & bus drivers for school opening today.

B.Ms. Cheryl Todd will transfer from software specialist at the Octorara District

gym for a Wiffle Ball Tournament fundraiser for the baseball team on Sunday,

Mr. Hume stated he is opposed to the YMCA being charged.

E.That the Octorara Board of School Directors approve the following change orders
to Bristol Environmental, Inc. for the High School renovation and addition project:

F. That the Octorara Board of School Directors accept Mr. Scott Forman’s resignation
as an instructional assistant at the Octorara High School effective October 27,
2009. (Hired April 19, 2005.)

G.That the Octorara Board of School Directors accept Ms. Frances DeJesse’s
resignation, with regret, as a bus duty aide at the Octorara Intermediate School
effective October 29, 2009. (Hired October 18, 2004.)

H.That the Octorara Board of School Directors accept Ms. Rebekah Doane’s
resignation as District registrar/secretary at the Octorara District Office effective
November 6, 2009. (Hired February 26, 2009.)
Hiring Approvals:

I. That the Octorara Board of School Directors approve the transfer of Ms. Cheryl
Johnson as a one-on-one instructional/personal care assistant at the Octorara High
School at the rate $12.85 to a well being assistant at the Octorara High School at
the rate of $15.40 per hour effective October 28, 2009. (Replacing Scott Forman
who resigned.)

Dr. Newcome stated that this is here because of the change in salary. Mrs. Bowman asked about training. Dr. Newcome replied that there is training through the I.U. and the school nurse.

J.That the Octorara Board of School Directors approve the transfer of Ms. Kathleen
Shaffer from a lunch/playground assistant at the Octorara Primary Learning Center
at the rate of $8.55 per hour to a one-on-one instructional/personal care assistant at
the Octorara High School at the rate of $12.40 per hour effective November 2,
2009. (Replacing Cheryl Johnson who transferred.)

K.That the Octorara Board of School Directors approve the employment of Ms.
Deborah Pizolato as a lunch/playground assistant at the Octorara Primary Learning
Center pending completion of employee related documents required by law and the
District. Ms. Pizolato’s rate will be $8.25 per hour effective November 5, 2009.
(Replacing Kathleen Shaffer who transferred.)

L.That the Octorara Board of School Directors approve the employment of Ms. Jane
Markman as a mid-range substitute gifted/reading teacher at the Octorara
Intermediate School pending completion of employee related documents required
by law and the District. Ms. Markman’s rate will be $140 per day from
approximately October 20, 2009 through November 13, 2009. (Replacing
Christine Gray who is on medical leave.)

M. That the Octorara Board of School Directors approve the employment of Mr. Kyle
Whary as eighth grade girl’s basketball coach. This position is designated at 4
points at $545 per point. (Replacing Scott Forman who resigned.)

N.That the Octorara Board of School Directors approve the employment of Ms.
Robin Elias as middle school cheerleading coach. This position is designated at 4
points at $545 per point. (Replacing Sonia Taylor who resigned.)

O.That the Octorara Board of School Directors approve the employment of Ms.
Rebekah Doane as a District interpreter at the rate of $30 per hour on an as needed
basis.

P.That the Octorara Board of School Directors approve the transfer of Ms. Katie
Dikun from a third grade instructional assistant at the Octorara Elementary School
at the rate of $11.45 per hour to a long-term substitute third grade teacher at the
Octorara Elementary School at a rate of $43,741 pro-rated effective approximately
December 3, 2009 through April 27, 2010. (Replacing Sally Welk who will be on
child rearing leave. Ms. Dikun will return to the instructional assistant position on
April 28, 2010.)

Q. That the Octorara Board of School Directors approve the following substitute

T. That the Octorara Board of School Directors approve the salary adjustment for Ms.
Lindsay Mitman from a mid-range substitute teacher rate of $140 per day to a long-
term substitute teacher salary of $43,741 which is Step 1 of the Bachelor’s Scale
prorated from October 29, 2009 through approximately March 23, 2010.

There was a change to Ms. Mitman's salary, as she is substituting over 90 days.

U.That the Octorara Board of School Directors approve Ms. JoAnn Marinacci as a
mentor for Ms. Linsday Mitman from October 29, 2009 through March 23, 2010 at
a stipend of $200.

Mrs. Bowman asked if there was mentor because of substituting over 90 days. Dr. Newcome stated that the mentoring stipend is pro-rated, but he will check on the specifics for next week.

V.That the Octorara Board of School Directors approve the transfer of Mr. Robert
Joseph (Joey) Steffy from computer technician for the District at the salary of
$31,328 to software support specialist for the District at the salary of $35,000
effective November 9, 2009. (Replacing Cheryl Todd who transferred.)

W. That the Octorara Board of School Directors approve the attached student activity
request for “Students Without Borders” at the Octorara High School.

8.Facilities Committee Report

Mr. Stoltzfus gave the report. He stated that the construction at the rear of the High School is moving along. We should know by next month when they can move in. The front is also coming along.

The change order listed earlier in the agenda is related to the cafeteria. They found more asbestos in the shop wing. They need to determine what to do - whether to replace & vent or close it up. It would cost approx. $6,000 to remove in the shop wing. However, the classroom areas near there are twice as large. He will have more information next month.

They may need to replace the rest of the Middle School roof. They are getting the numbers together.

Need to replace the water pumps for the wells at approx. $28,000. This does not include the electric work. He hopes to have the total cost next week. They need to figure out where to get the money.

The fire system needs new fiber run from the HS to the MS (approx. $6,000).

EPA fine for the treatment plant - fine reduced.

Field Development - ready to start the football field.

9.Other Items/Concerns

Dr. Newcome asked Mr. Weagley to discuss the fall sports season.

Field Hockey record 9-7-2. They made the district playoffs.
Cross Country - Lauren King was in the top 3rd in the state.
Football - 2 wins. Played night game on Friday night, but lost.
Boys Soccer record 16-4. They are district champs. They begin state playoff games tomorrow night (Tues.) There will be a fan bus for the students.

10. Visitors’ Comments – General

Donna D. wanted to know if the math consultant presentation is still scheduled for next meeting. Dr. Newcome said that it is. She also asked if Policy 707 is available in print. Dr. Newcome said he would get her a copy.

11. Board Comments

Mr. Ganow wanted to go back to letter 'I'. He believes that 'wellbeing' should be one word.

Dr. Newcome introduced John McCartney who will be joining the Board in December.

He had the answer to a couple of questions posed at the last Board meeting regarding a check (which will be invoiced to the Football Club) and the tuition for grad credits at West Chester ($1,000+)

Dr. Newcome was also asked to testify in Harrisburg regarding HB 1788. This bill would help the districts adversely affected by Act 319. He feels there may be some momentum for this bill.

Octorara applied to be an H1N1 vaccination center.

He handed out to the Board members invitations to the fall HS play "A Christmas Carol" .

I am not sure who approved this for distribution, but I found it to be offensive. If you weren't aware of what occurred at the school board meeting, you might be pleased with the attached tips, strategies, etc. as a step forward. However, if you really read the letter, it seems to place the blame of the problems that have occurred on the students and the parents. The second sentence of the letter, "Mathematics can be a challenging subject and requires dedicated effort on the part of each student", seems to imply that student in the past have not been dedicated. The phrase "teachers cannot do the work for the students" is particularly offensive. No one has ever said that the teachers should do the work for the students. All of the students I have known who have been frustrated with their math classes have wanted to do well, wanted to understand the subject, and wanted to do their own work. As a parent, I have done ALL of the things "suggested" - as though we weren't already doing them. Most parents I know do those things for EVERY subject their child has. No where in the letter does the department mention what has already been admitted by the administration in a school board meeting - that there are major issues in the math department. I'm getting really tired of the excuse that "students aren't motivated". Then why are they motivated to pass English, History, Science and Electives? Chemistry and Physics use a lot of math - yet students do well in those subjects. Do students really come out of 8th grade at an "Advanced" level for the PSSA's & suddenly no longer want to do well in math? I doubt it.

11. I.U./C.A.T. Board Representative's Report

Mr. Mango thanked the Board for approving the new building. If any Board members have any questions, they are to let him know.

12. Old Business
Dr. Newcome said that the Middle School lot is ready for a wearing course. Because of the price of oil has come down, the district will receive a $12,000 credit. The district will eventually receive an additional $20,000 credit for the top coat. Dr. Newcome recommends that the District moves forward with this. It will be on the agenda for next month.

Mr. Norris is worried about moving the pods out after this is complete. Dr. Newcome said that precautions are being taken.

Mr. Mango asked if this needed to be approved tonight.

The Board proceeded to vote & it was approved.

Dr. Newcome then presented an outline of the Activity Fee. He said that there would be public notification. All coaches of fall sports have been notified & they are to notify the athletes. It is also on the school website and there will be a mass telephone announcement.


He stated that Band &Chorus are included.

Mr. Norris is against Band & Chorus being included.

Dr. Newcome said that the policy committee had been working on the Use of Facilities policy. It will be broken down into three (3) categories: School, Non-profit Community & Non-profit Non-Community. They divided which groups go into which category.

Mr. Norris questioned one of the line items.

Mr. Ganow had a comment about the Liability Insurance requirements. He felt that the District should be named as an additional insured.

Mr. Norris was concerned that most groups for the fall have already set fees & have registrations complete.

Mr. Mango feels that this should go before the groups affected to determine the impact to their budgets.
Mr. Stoltzfus asked if there are records of who used what. Dr. Newcome said that there are.

Mr. Norris wanted clarification concerning the amounts…are they for a day, week, season, per field, etc. Dr. Newcome said that had not been determined yet. Mr. Norris would like to see a
graduated scale.

14.Other Items and Announcements
Ellen Brown had several questions/comments. The first concerned the activity fee. Since an activity is required for graduation and students now have to pay for activities, doesn’t this make their education no longer free? She also asked if the requirement was an Octorara requirement or a State requirement. There wasn’t an answer to this question. Mr. Rohrer did state that community service counts as an activity.

Ms. Brown also commented that any student who wanted to be a music major in college was going to be charged, but someone who wants to be a chemist won’t be.

Next Ms. Brown questioned how they determined which groups got put into each category. For example, the Octorara Soccer Club is a non-profit which could be considered a community organization because there are opportunities for all ages to play soccer, not just school age children. She also wanted to know what the groups were going to get for their payment. Would the fields be cut & lined? Currently, the soccer club does their own lining, etc.

Sandy Reel asked what is on the list of activities. Dr. Newcome stated athletics, chorus and band. Ms. Reel wanted to know how they determined that band & chorus should be on the list, since they are both classes. Mr. Rohrer said it was the additional cost for travel. Ms. Brown questioned this, as she thought that band boosters paid for the buses for the parades. Apparently, they don’t pay for all of them. Ms. Reel stated that Chorus doesn’t really go anywhere. Dr. Newcome was going to check on the parades being mandatory for band. They may have to take band off the list or make the parades not mandatory.

Joanne Moore asked if there would be guaranteed playing time for sports? Dr. Newcome said “no”. Ms. Moore stated that therewould be parents who would expect that if they are paying.

Ms. Reel said that she has heard that it is a concern of the coaches.

Judy Stuehrmann asked about the anticipated revenue from the activity fee. Dr. Newcome said it is about $20,000.

Mr. Hershey said there were strict guidelines from the Board to keep taxes down.

Dr. Newcome gave a brief history of the activity & facilities fee. They will track to determine effectiveness.


15. Board Comments
Ms. Bowman feels that if there is an activity fee then outside participation for band & chorus should not be mandatory. She also thinks that booster clubs should look at their priorities & perhaps instead of purchasing jackets and having banquets, they should subsidize the activity fee.

Mr. Mango wondered if all of this was worth $20,000. What is the administrative cost to track it.

Mr. Norris wanted to recognize the passing of Jack Handy – a long time supporter of the District.

C.That the Octorara Board of School Directors approve the Board (Tax) contribution to the athletic budget revenues in the amount of $351,000. (This is a reduction of $25,000 from 2008-2009). This contribution will include funding:
1. All previously tax-funded athletics at Octorara Area High School with the exception of Indoor Track. Indoor Track will be eliminated ($14,3237).
2. All previously tax-funded athletics at Octorara Middle School.
3. Football at 100% of operating cost.Additionally, the budget will include assessing an activity fee not to exceed $45.00 per year for an individual student.

Mr. Norris expressed his disappointment in the way this was presented. He felt they particularly needed to discuss the elimination of Indoor track as this was not presented this way on the agenda of the Work Session.

Mr. Mango shared Mr. Norris's concerns and wanted a better explanation of the activity fee.
Dr. Newcome explained that the activity fee is $ 35.00 for the first activity; $10.00 for the second activity and $0 subsequent activities.


Mr. Hume is opposed to the elimination of Indoor Track. He also wanted to know if there was relief for families with multiple children participating in activities.
Mr. Hershey asked for ideas from Mr. Hume.
Mr. Hume said he would like to see a scale formulated.


Mr. Ganow asked if Indoor Track is a PIAA sport.
Dr. Newcome said that it is not.

Mrs. Bowman said that for $45.00 students can participate in as many activities as they wish.

Mr. Ganow thinks this looks like a compromise.

Mrs. Bowman feels the Activity fee is necessary.

Mr. Mango asked for the participation numbers for Indoor Track.
Mr. Weagley stated that 35 - 40 students participate.

Members of the Board expressed concern about so many athletes being affected.

Mr. Hershey had a question about football. He wanted to know if the Board was going to limit on the amount the Board would fund.
Mr. Malone said if they did that they would need to put limits on all sports.

Mr. Hume feels that if the students are wearing the Octorara uniform the Board should fund them.

Mrs. Bicking can't support going from 0% to 100% funding of football, when they have asked the buildings to cut 20% from their budgets.

G.That the Octorara Board of School Directors approve the attached resolution for the General Fund Budget for the 2009-2010 school year and that the millage rate in real estate taxes for the school year beginning July 1, 2009 to be established at 32.23 mills for Chester County and 27.68 mills for Lancaster County in order to support the recommended 2009-2010 General Fund Budget. (Millage increase Chester County = .62, Lancaster County = .31)

Mr. Hume wanted to submit a motion to transfer $500,000 from the fund balance to have no increase in millage.

Mr. Hershey questioned whether Mr. Hume could make this motion later, as this approval is to just open the budget to public inspection. This vote does not bind the Board to these figures.

Dr. Newcome stated that the Board could give direction to the Administration now or later.
Mr. Lee said they must advertise 20 days before action.

The Board dropped Mr. Hume's motion for now.

Dr. Newcome asked if they could discuss direction the Administration was to take.

Mr. Stoltzfus asked for the fund balance.
Mr. Carsley replied that it is $3.1 million, with $1.1 designated for specific purposes.
Mr. Norris noted that $800,000 was already moved.

Mrs. Bicking asked what the recommended percentage is.
Mr. Carsley said the recommendation is 8% unreserved, undesignated.
Mr. Stoltfus cautioned on the need to be careful for the bond ratings. The fund balance cannot be too low.

Dr. Newcome had Mr. Carsley speak about the Stimulus funds. The grant portion may be pulled by the State to cover the their shortfalls (approx. $500,000 requested by Octorara).

Mr. Mango said that the Board needs to plan ahead for retirement, health and electric deregulation. He doesn't support moving funds. He urged the Board to give Dr. Newcome direction.

Mr. Hume doesn't feel the Board understands the area we live in. He thinks the District spends too much money. He said an additional $50 in property taxes isn't much, if you have it.

Mr. Norris feels they have done due diligence to fund future costs they know about. He's comfortable that the increases are low.

Mr. Malone wanted clarification on how pensions will be accounted for on an accrual basis.
Mr. Carsley stated that the % will go from 4.78% to appros. 14%.

Mrs. Bowman agrees with Mr. Norris. She is comfortable with the budget & they need to plan ahead to not have huge increases in the future. On an assessment of 150,000, the increase is $80. The Homestead/Farmstead exclusion will cause most people's bills to be less than two years ago.

Mr. Stoltzfus asked how much is set aside for medical, electric, etc.
Mr. Carsley provided that information. He also reminded the Board that the District needs two months of cash before they can start collecting taxes.

Dr. Newcome needs further clarification as to what he should do.

Mrs. Bicking said to leave the fund balance as is.

Mr. Mango thinks the Board needs to give Dr. Newcome a firm decision.

Dr. Newcome will contact Mr. Hershey to clarify.

H.That the Octorara Board of School Directors approve the attached resolution for the 2009-2010 Homestead and Farmstead Exclusion.

I.That the Octorara Board of School Directors approved the proposal for HVAC testing and Balancing for the High School Additions and Renovations project to Tri-State Balancing Company, Royersford, PA at a cost of $54,800 as per the recommendation of the Facility Committee. (Attached tabulation)

Mr. Ganow asked why this wasn't included before. Mr. Stoltzfus replied that it was, but needed to be approved separately.

Mr. Hume thanked Dr. Newcome & the administration for a great job on the budget. He thought the OES concert was terrific.
Mrs. McNamara wanted to recognize the K-6 PTO for the Spring Fair. It was a great success.
Dr. Newcome addressed Mr. Stuehrmann's concerns from earlier in the meeting. There will
always be a delay in the posting of the minutes. They can't be posted until approved. He encourages the public to attend the meetings. They are going to suspend the language exploration in 5th & 6th grade. With limited resources, the district feels it is better to use them in the upper grades. He thanked the Adminstrative team for their work on the budget.

Dan Carsley presented some budget items.
District received the amounts from the gambling revenue on May 1st. Residents will receive a credit of $284 on their property tax bills. This is $2 less than last year, even though the amount of money generated was greater. More people applied for the exemption.

The District has also applied for additional Title I grant funds, as well as some other grants.

Dr. Newcome stated that he & Mr. Houghton discussed with PDE the grants and the district should receive close to what was requested.
The Stabilization funds are in jeopardy. The State may use them to fund district allocations rather than using the funds for additional grants.

Athletic budget – recommendation to fully fund football. It eliminates the booster/club additional contribution. The budget is decreased by $11,000 from last year.

Alternative Education – in the process of determining what is legal & what isn’t. Looking at a “twilight” program, because there is no appropriate space during the day on campus. The Board needs to discuss this.
Mr. Hershey stated that 15 students costs $394,000.
Dr. Newcome said that they need to be separated from the general population.
Mr. Hume asked if this was to save money.
Mr. Norris asked if this was best for the kids (money aside).
Dr. Newcome said that it was different for every student. It is easier to bring them back to campus now because of online courses (Brandywine Virtual Academy).
Mr. Hume asked about the parents’ reaction.
Dr. Newcome said the parents are part of the process.
Mr. Ganow asked who transports the students.
Dr. Newcome said it is currently the I.U., but if we bring them back to campus, they would ride the regular buses.
Mr. Stoltzfus asked if this could cause problems.
Dr. Newcome said that it potentially could.
Mr. Malone commented on the number of staff and asked what would happen if the number of students increased.
Dr. Newcome said that the number of students is pretty consistent and he wants to make sure it is not understaffed.
Mr. Malone wanted to know if we would still send any students off campus.
Dr. Newcome said it would be rare.
Mr. Ganow thought that the policies for automatic expulsion should be reviewed. He’s worried about the bussing situation.

Mr. Norris questioned the % of collection for Real Estate taxes.
Mr. Carsley is concerned for next year.

Mr. Malone had some questions on the recommendation for the athletic budget. He wanted to know how the activity fee would be collected and where is the additional fund raising coming from.
Dr. Newcome said that Mr. Weagley needs to come up with fund raising of $10,000.

Mrs. Bicking said she cannot support fully funding football when they are taking 20% out of the buildings budgets.

Mr. Norris said that there still needs to be a discussion about football and he is not fond of the activity fee. He feels the $19,000 should be spread among the populace. The district is constantly going back to the same people for funding.
Mr. Mango also does not like the activity fee. He feels the district can’t keep going back to the same people.

Mrs. Bowman feels that the activity fee is short term and equitable. She feels that the football program has proven itself.

Mr. Norris feels the activity fee isn’t equitable. It puts an unfair burden on the coaches in terms of playing time. He feels that athletics has done more than their fair share for too long.

Mr. Stoltzfus agree with the activity fee.

Mr. Mango suggested they break the motion into two parts.


Mr. Hershey feels that $45 is not excessive.

Mr. Hume thinks that athletics is part of an education & the district is supposed to provide a free education.

Mr. Hershey asked Mr. Hume if he would like to see a 5-year plan which leads to separate funding of athletics.

Mr. Hume would like to see an additional $600,000 taken from the fund balance to offset the millage increase. Mr. Carsley replied that there is already $712,000 being taken from the fund balance.


Act 32
Mr. Lee provided an update on Act 32. It was passed in 2008 to minimize the number of tax collection agencies being used for the EIT. The law provides for each district to use the taxing agency chosen by each county. Octorara was granted an exception to use the Lancaster County Tax Collection Bureau. However, all of the municipalities in the District must adopt a resolution that agrees to this. Two municipalities have not adopted the correct resolution. One of the two is correcting this. There is still one that has not. If Octorara was forced to use the agency chosen by Chester County it has the potential to cost the District more. The resolution must be in place by June 30, 2009.

Dr. Newcome stated that the rate is the current rate.

C.That the Octorara Board of School Directors approve the athletic budget of $365,000. This budget will include funding all previously tax-funded activities at Octorara Middle School and Octorara Area High School with the addition of funding 100% of the operating cost of football in Octorara Middle School and Octorara Area High School. Additionally, the budget will include assessing an activity fee not to exceed $45.00 per year for an individual student athlete.

Mr. Norris asked about the pool of funds for those who can’t pay.
Mrs. Bicking would like the word “athlete” removed if the fee is going to be charged for all activities.
Mr. Hume asked about multiple children in a family. Dr. Newcome stated that isn’t considered in the current plan.


D.That the Octorara Board of School Directors approve the list of current Class of 2009 Seniors of the Octorara Area High School, having been individually considered for graduation by the Octorara Board of School Directors, contingent upon their successful completion of all local and state requirements.

Facilities Committee report- Mr. Stoltzfus reminded everyone that the Facilites Committee meetings are open to the public.

There is a lot of activity taking place. We will soon start to see brick in the back.

Field development is moving along.

Mr. Lee stated that the waste water agreement with the EPA will be presented to the Board at the regular meeting.

Mr. Propper shared that Mrs. Kiefer (7th grade science teacher) is going to Space Camp this summer.

  2. Student Council - presented messenger bags to the Board. They are available for sale to the public. Bricks will be available for sale over the summer to fund the Braves statue.

    Mr. Carsley & Mr. Weagley updated the Board on the progress of the budget.


    Mr. Carsley stated that adjustments have been made since the last presentation. They had been handed out to the Board. There has been a $1.2 million decrease since the last revision. There was a minor adjustment to revenue based on some updated numbers from the State. They are still looking to bring in-house Alternative Education & transportation for Special Education as a cost-savings.


    Mr. Weagley: Athletics has $377,000 in the budget at this time. He felt the Board was not comfortable with an Activity Fee or Partial Payment by Boosters/Clubs. He presented 4 options.

    Mr. Norris stated he is philosophically opposed to activity fees. He also doesn't think that staff should have reduced rates for the Fitness Center, when the taxpayers are the ones paying their salaries. As for the User Fees, he would like to know the impact to the clubs.


    Mrs. Bowman said that the district is in danger of falling to the 'law of diminising returns'. How often can we go back to the clubs & ask them to do more? She, for the most part, agrees with Mr. Norris. However, she is not opposed to activity fees. She also feels they should be assessed to other activities besides athletics. She is also in agreement with rental fees to outside organizations.


    Mr. Mango is not a fan of activity fees. He feels they would be difficult to collect.


    Mr. Malone asked for clarification on a couple of points.


    Mr. Norris feels the elimination of 7th grade programs needs to be discussed. There could possibly be a gap in some sports if eliminated.


    Mr. Mango feels they should have some sort of vote in May as to where they should go with this.


    Dr. Newcome would like some direction from the Board. Is $377,000 the right number? We can figure out how to get there before the budget is voted on.


    Mrs. Bicking stated that the Board needs to decide if they are funding football before they decide anything.


    Mr. Malone asked if there has been any proposed decreases to educational programs in the budget. Dr. Newcome stated that there have not directly been cuts.


    Mr. Malone has a problem with eliminating the 7th grade program & indoor track.


    Mr. Hershey stated they are going to have to make cuts somewhere.


    Mr. Norris reiterated his feeling that they have to make a decision on football before they make any other decisions.


    Mrs. Bowman wants to make sure they look at the value that athletics brings to students.


    Mr Carsley gave some additional budget information. The State has certified the slot machine money for property tax reduction. They will notify the district by May 1st as to the amount. The County will also notify the District by May 1st who is eligible for the reduction. He will be updating the budget as information becomes available.

    4. Tom Peace of West Sadsbury Township questioned if the investments & annuities were audited. Mr. Hershey noted that this was the time for items on the agenda. Mr. Lee & Mr. Malone said that they were audited annually. Mr. Peace would like a copy of the audit. Mr. Hershey said he is welcome to visit the District Office at any time.


      Ellen Brown of Atglen reminded the Board that activities are currently not fully funded & haven't been for years. (See full text in comments on this blog).


      Jewel Shivery of Christiana doesn't have a problem with an activity fee. She wanted to emphasize that sports & other activities are the "paycheck" the students get for doing well in school. She also felt it was unreasonable to expect the Octorara Football Club to pay all the expenses for engineering studies, etc. for a football and to continue to pay 50% of the operating expenses of football.


      Scott Grimes of Parkesburg felt that eliminating the 7th grade programs would be a mistake. He noted that Lacrosse is prepared to fully fund the sport for the next school year. While he understands the possible need for participation fees, he's concerned about eroding the goodwill of the booster & club organizations.

That the Octorara Board of School Directors approve the employment of Ms. Tammy Deminski as a Mid-Range Substitute Teacher, pending completion of employee related documents as required by law and the district. Ms. Tammy Deminski’s assignment is Physical Education in the Octorara Intermediate School for a period of approximately 62 days at a rate of $140.00 per day. (Replacing Deb Feather who is on medical leave)

U. That the Octorara Board of School Directors approve the employment of Ms. Candace Ott as a Mid-Range Substitute Teacher. Ms. Ott’s assignment is Seventh Grade Special Education at the Octorara Middle School for a period of approximately 42.5 days at a rate of $140.00 per day. (Replacing Danielle Smith who is on Maternity Leave.

Ms. Reburn’s assignment is PM Reading Teacher at the Octorara Elementary School for a period of approximately 43.5 days at a rate of $140.00 per day. (Replacing Rita Boryszak who resigned)


CC. That the Octorara Board of School Directors approve Ms. Vera Graham’s request for unpaid Medical Leave from approximately March 24, 2009 to May 8, 2009. Ms. Graham is a Cafeteria Employee at the Octorara High School.

DD. That the Octorara Board of School Directors approve the following changes in salary for the 2008-2009 fiscal year due to graduate credits earned:

FF. That the Octorara Board of School Directors approve the employment of Daniel R. Carsley as Business Administrator at the Octorara District Office, effective July 1, 2009 at a salary of $98,000. (Replacing John F. Lee who is retiring)

GG. That the Octorara Board of School Directors approve the request for the football club to conduct a "flag football camp" on Sundays May 3rd, 17th, 24th, and 31st from 1:00 p.m. to 4:00 p.m.




  1. I.U./C.A.T. Board Representative’s Report



  2. Mr. Mango said they are moving through the budget process. There are some new projects. He also stated that Mr. Pepe is a finalist for the Citadel Heart of Learning Award.

    Dr. Newcome said that the I.U. would come out to a Board meeting.

    Mr. Stoltzfus spoke to possibilities for the CAT-Brandywine campus. They could renovate the building they are in or they could renovate the building the I.U. currently occupies in Downingtown.

    Mr. Norris thinks the District should do a better job of explaining the supplemental insurance available to students at the beginning of the year.

    Mr. Rohrer invited Board Members to a dinner honoring the top members of each class.

    Mr. Lee stated that the additional cost for the Middle School roof is $ 7,000. Insurance will not cover it & will be paid for out of the Capital Project Fund.

    Mrs. McNamara talked about an assembly that will be held at the PLC on Friday. Chief Mango & Judge Gill will be there.

    Mr. Stoltzfus clarified what signals will be going on Highland Road. They are School Speed Zone signals (15 MPH).

    Mrs. Bowman praised the football team. The gentlemen were in attendance at the meeting.

    Mr. Mango stated that flag football has generated excitement.

    Mr. Norris asked again that the Board make a decision about football before they make any other decisions concerning the budget.

    Mr. Mango agreed that it needs to be on the agenda
